When nations face natural disasters, such as Indonesia after the 2004 tsunami, diplomatic and humanitarian responses from neighboring countries can reveal much about geopolitical relationships in a region. As Nepal digs out from a devastating earthquake, some observers believe China and India view their responses as an opportunity to utilize soft power to garner favor with Nepal and its neighbors. Sumit Ganguly says we should not be so cynical. He’s professor of Indian cultures and civilizations and director of the Center on American and Global Security at Indiana University-Bloomington.
