Hardliners in Iran have said no nuclear agreement should be signed unless all sanctions on Iran are lifted. President Hassan Rouhani has said Iran "cannot have sustainable growth when it is isolated." He has threatened to use his constitutional powers to call a referendum on a potential nuclear deal, in the hopes of achieving an agreement.
