Russian troops cross the border into Ukraine

NATO says that Russian troops have "illegally crossed the border" into Ukraine. NATO Secretary General Anders Fogh Rasmussen has called the military action "a blatant violation of Ukraine's sovereignty and territorial integrity.” NATO says it has proof that Russian troops are fighting alongside separatists in eastern Ukraine. President Obama has ruled out military action in Ukraine but says that if Russia continues its military operations in Ukraine there will be “more costs and consequences.” Andrew Weiss, vice president for studies at the Carnegie Endowment for International Peace, joins us to discuss the ongoing crisis. Weiss served as a Russia and Ukraine expert in the Clinton White House.
