Reports reveal that the European Union and Ukraine are having difficulty settling on an “association agreement” - considered one of the first steps toward full EU membership. A sticking point is the demand that the Ukrainian government release former Prime Minister Yulia Tymoshenko from prison. Forces opposed to current Ukrainian President Viktor Yanukovych consider Tymoshenko a political prisoner, but the Yanukovych government maintains that she is guilty of corruption. We'll ask Rutgers University's Alexander Motyl if the talks signal whether Ukraine is moving closer to a Russian alliance or towards better relations with the West.
