Diplomats have spent years trying to create the architecture for a global agreement on emissions targets that will start in 2020. The Paris climate talks this December aim to lock in those commitments and provide aid to smaller countries affected by climate change. But despite the efforts, a Paris accord on climate change is no sure thing. Some countries still haven’t submitted emissions targets that were due in March. President Francois Hollande says that the December climate change talks will fail unless nations make a much greater effort to reach agreement.
