What's Happening At The U.S. State Department?

Questions about the Trump campaign’s contacts with Russia continued this week, as Attorney General Jeff Sessions recused himself from any investigations related to the campaign. 

But one voice that's been missing on the Russia issue, or on any major foreign policy issue recently, is that of Secretary of State Rex Tillerson.
