When German immigrant Max Nootbaar joined the Chicago Police Department in 1896, Americans held certain ideas about race. But as African-American migrants from the South and European working-class immigrants descended on Chicago in the following decades, definitions of American belonging changed. 

Professor Rashad Shabazz of Arizona State University, author of Spatializing Blackness, joins us to talk about how immigrants influenced race relations and the Chicago police force.
