Afghan elders have endorsed a security agreement which would allow U.S. troops to remain in Afghanistan beyond 2014. Currently, the U.S. is scheduled to hand over all security duties to Afghan forces by the end of 2014. But President Hamid Karzai has said he will not sign any agreement until after elections next April. U.S. National Security Adviser Susan Rice is meeting with Karzai to discuss the security situation. Sarah Chayes, a senior associate with the Carnegie Endowment for International Peace’s South Asia program, explains what’s at stake.
