Open Enrollment on the Affordable Care Act Marketplace starts Tuesday, and it comes as the program faces an uncertain prognosis. Premiums for some health plans have skyrocketed, increasing at an average rate of 25 percent. WBEZ followed two people as they face very different choices on the health insurance marketplace.
