From hospitals and medical facilities to treatment and Medicaid, Puerto Rico’s public health system was failing well before Hurricane Maria ravaged the island. An inquest by The Puerto Rico Center for Investigative Journalism uncovered systemic infrastructure problems dating back at least a decade before the storm.
