For the past three weeks, protesters have turned out in Ukraine’s capital, Kiev, to protest President Viktor Yanukovich’s decision not to sign an “association agreement” with the European Union that would have brought greater ties and trade with the EU. On Monday, riot police reportedly shut down some protest camps in Kiev and broke into offices of an opposition party, although Ukraine’s government says the action was court-backed. The same day, Mr. Yanukovich’s website announced that he would sit down with former opposition leaders and talk.
