This month marks the 20th anniversary of the Brady Handgun Violence Prevention Act, the legislation enacted by President Clinton that required federal background checks. Two decades after that bill, and almost a year since the Newtown tragedy, gun control legislation has stalled. Law enforcement sits at the crossroads of legislation and crime. Police leaders from across the country gathered Thursday in Chicago to discuss what needs to be done to curb violence.
