The consequences of Illinois state lawmakers not approving a budget keep growing. Lots of social services aren’t on track to receive money and it’s the same for the state’s public universities. If you happen to be a lottery winner with a prize of more than 25-thousand dollars, you’re getting an IOU. And now Illinois’ comptroller says the money the state is spending will add so much to the deficit that Illinois may be on the hook for more than $8 billion in bills.
