A new report from The Center for Tax and Budget Accountability claims the Chicago Housing Authority wasn’t working to get residents into new apartments as quickly as they could have. The report says found that CHA has a $432 million surplus which could have been used for housing vouchers. We talk with the study’s co-author, Amanda Kass, about the findings.
