Chicago Mayor Rahm Emanuel is calling the City Council’s approval of his plan to revamp police oversight a big step forward. It’s one more change to policing in Chicago since the release of the video showing an officer fatally shooting Laquan McDonald.

But there’s a big unanswered question about the new agency that will investigate police shootings and misconduct: Who’s going to control it?
