Chicago’s recent struggles to regulate new food models are nothing new for Nancy Bellew who served as deputy commissioner of the Dept. of Consumer Services in the Bilandic, Byrne and Washington administrations. She participated in the fights to allow the first Chicago farmers’ markets and the first Chicago food carts on the then State Street pedestrian mall.
