It wasn’t too long ago when Chicago Mayor Rahm Emanuel seemingly stood up for the Southeast Side residents worried about the petcoke in their neighborhood. He said he’d propose an ordinance that would tighten regulations so hard the companies handling the petroleum by-product would “choose to leave” the city.
