Cook County State’s Attorney Kim Foxx spoke at a Juvenile Justice summit on Chicago’s far South Side on Tuesday. Foxx says that her office has generally been reactionary — following up on crime after it happens. She says that has not been an adequate response to the area’s young offenders. Instead, Foxx highlighted the work done by community members like after school tutors and school counselors to head off young people before they commit a crime.
