At a Cook County budget hearing, Cook County Sheriff Tom Dart said the number of people housed in jail has gone down because judges are ordering more offenders to go on electronic monitoring, which is cheaper.

But sometimes, those offenders don’t have housing. Then, it’s up to the sheriff to find and pay for a place for them to stay. WBEZ’s Susie An reports.
