The pick to become the Chicago Police Department’s new second-in-command is getting praise from officers who’ve worked with him on the North Side. First Deputy Superintendent Kevin Navarro is retiring. Superintendent Eddie Johnson is replacing him with Anthony Riccio. He’s a 31-year department veteran who most recently headed the organized-crime bureau. Mid-level officers who’ve worked with Riccio call him a cop’s cop who’ll put the practicalities of policing above bureaucratic and political interests.
