Last month, Cuba announced a plan to bring broadband internet to some homes in the Old Havana neighborhood. This is a step toward increasing access to a nation that has one of the worst internet penetration rates in the world. Only about five percent of Cubans can get online and while dozens of Wi-Fi hotspots have sprouted up in the last year, the internet is still very slow, expensive, and tightly monitored.
