The city of Evanston released a police dashcam video this week showing the arrest of a black man suspected of stealing a car. In 2015, a woman called Evanston police saying a man was breaking into a car. That man was Lawrence Crosby, a Northwestern University student trying to make a repair to his vehicle before driving to campus. The video shows police pulling him over and Crosby explaining he owns the car. He was taken in for disobeying police and resisting arrest. Evanston police said the use of force was justified, but the department is making a procedure change. Crosby has filed a civil rights lawsuit.
