According to the Burgos consent decree, kids taken into foster care in Illinois are supposed to be placed with a family that speaks the same language.

But hundreds of Spanish-speaking children have ended up living with foster parents who speak only English or Slovak or other languages, causing major problems the longer they are separated from their birth parents.

Perhaps most galling is the seeming lack of oversight and accountability and the fact that the problem has been going on for decades.
