The Illinois agency responsible for investigating child abuse allegations says it had former contact with the mother of a toddler who was found dead in Chicago Wednesday. The Department of Children and Family services says it found no evidence of alleged child abuse or neglect in its 2006 investigation of the mother. The young toddler was found dead with severe lacerations to his throat. Police say they think it’s a domestic-related homicide.
