The Deep Tunnel project is one of the largest and most expensive public works projects in U.S. history. Its aim is to reduce flooding for area residents and divert storm runoff and sewage away from local waterways until it can be treated. But heavy rain last month left many homeowners ankle-deep in nastiness, and long-time backers of the project wondering what improvements the city and the county could be making to the system.
