Illinois U.S. Senator Dick Durbin says he believes a federal spending agreement that Congress must soon pass will be the vehicle for passing the DREAM Act this year. The DREAM Act would grant legal status to immigrants who were brought here as children. Durbin told business leaders in Chicago Monday that he needs twelve Republican senators to support the DREAM Act. So far, he says he has four and he is optimistic he will persuade the others.
