The state of Indiana is sitting on a $2 billion budget surplus but yet many of its public school districts are facing financial turmoil. So much so that at least four school districts in Northwest Indiana this week needed voters to approve providing more funding. All of them - except for the Gary school district - got that approval. So, what’s next for the struggle Gary schools now that it will be without $52 million in added funding? And why is Indiana’s system of school funding so confusing, complex and seems to work against struggling urban school districts like Gary?
