Last year Germany passed legislation guaranteeing all children starting at age 12 months a spot in subsidized daycare. Public spending on childcare was also a top election issue. It turns out that in many ways, the decision to spend more public funds on daycare owes its roots to policies that were put in place in East Germany, when the country was still divided.
