Illinois has a law on the books called the Illinois Municipal Budget Law that essentially all municipalities in the state need to come up with a combined budget and appropriation ordinance. But one group says that this isn’t happening how it’s supposed to and tricky methods to balance the books are at play. Truth in Accounting’s Sheila Weinberg explains what these municipalities are doing to try and balance the books.
