The director of Illinois’ child welfare system says a new audit is right: His agency is not able to track how many youth are being kept in institutions where they should not be. Sometimes youth in the Department of Children and Family Service’s care are kept in juvenile detention, emergency shelters, or are psychiatrically hospitalized - for longer than they should be. DCFS Director George Sheldon says the agency’s computer systems are archaic.
