It was 11 a.m. on the dot yesterday when mayor Rahm Emanuel took to the podium at City Hall to announce that he’d asked for Garry McCarthy’s resignation over concerns of the now former police Superintendent’s handling of the case of Laquan McDonald, the 17-year-old killed by a CPD officer last October. Emanuel hired McCarthy in 2011 with an eye on reforming a police department that had earned a reputation around the country for corruption, abuse and a “circling the wagons” mentality when it comes to oversight.
