Iraq’s parliament has put in place a new government led by Prime Minister Haider al-Abadi. John Kerry has backed the unity government, which he called “inclusive.” However, two important positions, minsters of defense and interior, remain open. President Obama is expected to address the nation tonight to announce new measure to counter the Islamic State.
