In the early days of the HIV/AIDS epidemic, people associated the disease with gay white men. Now, African Americans are most at risk in this country. A new investigation by the Chicago Reporter shows that state dollars are not going to the ones that need them most.

Reporters Kelly Virella and Jeff Kelly Lowenstein found that more than 50 percent of people living with the virus in Illinois are African American. But he says if you peel back the layers, it becomes clear that Blacks are being shortchanged.
