Chicago Public Schools is funding special education differently this year. Many parents say it amounts to a backdoor cut. Local School Council members are crying foul now that Chicago Public Schools is making it difficult for them to get full special education funding. They say district officials were deceptive when they said they were withholding money, but that schools could get it back if they showed need.
Now, the district is making is hard to get the money back. So far, according to CPS, of about $22 million withheld, only $2.8 million has been given back to 31 schools.
