José Raúl Vera López is the Roman Catholic Bishop of Saltillo, Coahuila, México and Head of the Diocesan Center for Human Rights “Fray Juan de Larios” in Saltillo, Coahuila in Northern Mexico.

Bishop Vera has made human rights a central part of his work. This became clear to Bishop Vera while working in the southern Mexican State of Chiapas.
