Milwaukee’s Office of Environmental Sustainability is laying the groundwork for a plan that goes underground. While researching ways to confront flooding problems around the city, they learned that the hardest hit area also had the most foreclosed and abandoned homes. So they’ve created a plan that uses the structure of these homes to capture and store stormwater.
