Mixed-income communities are supposed to bring sweeping changes to Chicago neighborhoods struggling with disinvestment and isolation. But critics say these new enclaves can trigger gentrification. The Chicago Housing Authority has resettled a fraction of its public housing residents into these communities. One of the oldest is Oakwood Shores.
