The Vera Institute of Justice estimates that nearly 12 million people are admitted to jail every year. Many of these people are presumed innocent, but they continue to stay in the system costing taxpayers and altering the future of those who do time. And the problem starts on a local level-with the jails. An initiative from the John D. and Catherine T. MacArthur Foundation aims to end the tide of over incarceration. The Safety and Justice Challenge is awarding 20 jurisdictions from across the country with grants that would allow them to work toward more effective solutions. Cook County is one of the recipients.
