There’s an unprecedented ordinance that the outgoing Chicago City Council will take up this week. It would give $5.5M in monetary reparations and more to victims of torture under former Chicago Police Commander Jon Burge and his officers. The proposal also includes that victims and their families receive free tuition at the City Colleges of Chicago, free counseling for psychological and substance abuse and a formal apology.
