Northeastern Illinois University is facing declining enrollment, and to fix that, the school’s embarking on an ambitious new plan. It’s thinks more students will enroll if it offered student housing — and if its neighborhood weren’t so sleepy. The school’s planning to acquire nearby property via eminent domain, which has riled some neighbors, and created a rift in the community.
