Tens of thousands of children in the Illinois foster care system have been stuck in a cycle of being constantly moved from place to place, a new CBS Chicago investigation reveals. This issue has been ongoing despite a consent decree signed in 1991 that required the Illinois DCFS to stop the practice of moving children repeatedly.
