A group of Aldermen proposed an ordinance Monday that will ban the use of chokeholds by any Chicago police officer, private security guard or private detective. If passed, Chicago will be the first city to make the act illegal. The ban states that no personnel should use the choke-hold unless faced with a situation where the use of deadly force is justified under law.
