When the Bail Reform Act was passed in 1984, it was meant to keep the majority of federal defendants awaiting trial out of jail. Fast forward to today and the situation couldn’t be more different. A new report from the Federal Criminal Justice Clinic reveals what it calls a “culture of detention” in the federal court system.
