Expected to be a boon for the biggest corporations, other institutions benefit from the tax plan too. For example, the tax plan suggests the Arctic National Wildlife Refuge become an oil drilling site to offset losses in government revenue.
Affordable Care Act subsidies are also at issue in the tax plan. Yale University historian Timothy Snyder studies how institutions eroded democracy in 20th century Europe. Between the Nazis and the Soviets, Snyder isolated numerous lessons from the 20th century in a book titled On Tyranny.
