The Illinois Legislature passed Mayor Rahm Emanuel’s most recent attempt at fixing the city’s pension crisis. The bill now heads to Gov. Quinn’s desk. Initially, lawmakers were hesitant to pass a bill that would force them to vote on a property tax increase. That responsibility will now fall on the City Council.
