On Thursday, the U.S., Russia, Ukraine and the EU reached an agreement calling on the armed pro-Russian militants to give up government buildings, which they’ve occupied in eastern Ukraine. The deal also calls for the groups to disarm and requires all sides to refrain from violence. Denis Pushilin, the leader of a group that seized government buildings in Donetsk, has refused to join the agreement.
