Illinois Governor Pat Quinn on Wednesday gave a glimpse of his proposed budget plan to close a $13 billion deficit. Quinn told lawmakers in Springfield that more than $1 billion would have to be cut from public education unless they approve a one percent income tax hike. But Quinn says even with cuts across state agencies, Illinois still needs more money.

QUINN: We also need to make wise use of our borrowing power until our economy recovers and our state revenues improve.

Quinn’s calling for a total of $2 billion in budget cuts along with billions of dollars in borrowing. Quinn also asked lawmakers to come up if alternative plans to solving the state’s financial woes.
