A panel of Illinois lawmakers met on Tuesday to weigh in on the effectiveness of mandatory minimums. Officials like Chicago Police Superintendent Garry McCarthy point to the state’s weak gun laws as a reason that crime peaks in the city. But some criminologists say that mandatory minimums don’t actually deter crime. Rep. Michael Zalewski chaired the panel and he details what he learned.
