Rule 14 is a disciplinary code applied when Chicago Police are accused of making false statements. The details of these incidents are usually kept under lock and key. But reporters Mark Konkol and Quinn Ford of DNAInfo Chicago took a look at the files, and filed a report on the cases. Konkol shares the details.
