A new report says the Chicago Police Department’s so-called gang database targets mostly black and Latino men. CPD uses something called a strategic subject list, or SSL, to predict who will be involved in the city’s gun violence. Researchers at the University Of Illinois Chicago analyzed a redacted version of the SSL. They say the list leads to the overpolicing of black and brown neighborhoods.
